Do You Qualify for a 1.75% Septic Loan?
Pennsylvania runs what may be the most generous septic financing program in the country, and hardly anyone knows it exists. The PENNVEST Homeowner Sewage Program lends up to $25,000 at 1.75% fixed for up to 20 years — with no household income limits at all.
Directional guidance only — PHFA and its participating lenders make the actual determination. Loans are secured and sized around your contractor’s estimate, so it helps to apply while collecting proposals. Debt-to-income generally needs to be at or under 45%. There is no minimum credit score, though payment history is reviewed. Minimum loan $2,500; no prepayment penalty.
Why This Program Is Unusual
Most septic assistance in the United States is income-restricted. USDA’s Section 504 program requires household income at or below the very low income limit USDA sets for your county. Florida’s upgrade program is tied to designated geographic zones. Georgia relies almost entirely on federal funding with strict income tests.
PENNVEST is neither. It is a loan program rather than a grant program, which is why it can be offered broadly — and the rate is low enough that it functions like assistance for most households.
PENNVEST states plainly: “No limits on household income.” A household earning well above the median, facing a $20,000 sand mound replacement, can finance it at 1.75 percent.

The One Exclusion That Catches People
If that describes your situation, you are not out of options — the first-time sewer connection is itself an eligible use. You may still qualify, just for different work than you expected.
Your municipal office or Sewage Enforcement Officer can tell you whether sewer expansion is planned for your area, since it will be reflected in the municipality’s Act 537 Official Plan.
How to Apply
This program does not use PENNVEST’s standard application process. You apply through a PHFA participating lender — a bank or credit union that has signed on to originate these loans.

One practical tip: loans are secured and sized around your contractor’s estimate. That means it makes sense to start the loan conversation while you are still collecting quotes, rather than waiting until you have signed with someone.
USDA Section 504 as an Alternative
If your income is low enough and you are in a USDA-eligible rural area, Section 504 may be a better fit. It offers loans up to $40,000 at 1 percent fixed over 20 years, and grants up to $10,000 for homeowners aged 62 and older — grants do not have to be repaid.
The tradeoff is eligibility. Section 504 requires household income at or below the very low income limit USDA sets for your county and a qualifying rural location. PENNVEST has neither restriction but offers no grant component.
There is no reason not to check both.
